Powers and Duties:
 
Chief Personnel Officer heads the human resource department of DMW/Patiala. He is responsible for maintenance of industrial relations and implementations of all welfare policies. He looks after the staffing of the unit and all related personnel functions. Contact Nos.: Off.0175-2306416 and Res.0175-2307134.
 
 Dy.CPO: He is controlling officer of all the Sections of personnel department. His office is situated in Admn. Building of DMW/Patiala. His contact numbers are 0175-2396702(Office),  6702.

SPO: She is immediate controlling officer of of the Sections listed above below her name. She works under the immediate control of Dy. CPO. She is responsible for implementation of work in the above sections. Her office is situated in Admn. Building of DMW/Patiala. Her residential address is 6-A, Ekta Vihar, Bhupindra Road, Patiala. APO-II: He is immediate controlling officer of sections listed above below his name. He works under the immediate control of Dy.CPO. Staff Section-I:
This section deals with cadre i.e. transfers. Promotion, maintenance of seniority and other related matters of all technical staff. This section is supervised by Shri Harjinder Kumar, Chief O.S. His official contact no. 6714.

Staff Section-II:
This section deals with cadre i.e. transfers. Promotion, maintenance of seniority and other related matters of all Non-technical staff. This section is supervised by Shri Satish Kumar, Chief O.S. His official contact no. 6716.

D&AR Section:
All disciplinary action cases against all Non-Gaz. and Gaz. employees are monitored by this section. Besides tracking status of the D&AR cases after alloting Serial Index No. from the Control Register being maintained here, this section also vets the NIPs before being issued by the Disciplinary Authorities. This section also serves as policy section on D&AR matters. This section is manned by Shri Avtar Singh, Office Supdt. His official contact no. is 6744.

Security Cell:
This section deals with confidential issues pertaining to selections of all non-gazetted staff, suitabilities of Gazetted Officers for their promotion up to the level of JA Grade (ad-hoc) and Suitability tests in Compassionate Appointment cases. This section is supervised by Smt. Vandhana Puri, Chief Office Superintendent. Her official contact no. is 6736.

Advances:
All House Building Advance, Scooter Advance, Motor Car, Computer Advance cases are dealt in this section of all the gaz. And non-gaz. Staff. It maintains all documents, various registers, budget for advances etc. This section is supervised by Shri Mulakh Raj, S&WLI. His official contact No. is 6724.

Bill Section:
Preparation of monthly salary bills, feeding of data and timely payment of salary to all employees of DMW (except RPF & Accounts) in association with EDP Centre, which generates computerized salary bills 100% Payment of salary through bank. Calculation of interest on all types of advances and recoveries of the same Regular salary to officers, ministerial staff and supervisors of workshop is paid on the last day of the month.
Regular salary to all other technical staff (artisans) is paid on 9th of the following month. Bills are prepared in two parts Ist for non-technical and 2nd for technical staff. During the month, work of first tour is done from 6th to 23rd and work of second tour is done from 24th to 5th of the subsequent month. During the whole month all the work related to regular salary bills, supplementary bills, incentive, TA and all other type of work related to payment to staff is done by Bill Section Simultaneously, the work relating to Income Tax, PLB, Issue of F-16, DA arrears is also performed in co-ordination with Accounts Deptt. and EDP Centre. This section is supervised by Shri Satish Kumar, Chief Office Supdt. His official contact No. is 6718.

Pass Section:
Work of preparation of all types of Passes/PTO to the officers & staff working in Administrative Block & Civil Deptt. is being done in the Pass Section of Personnel Branch. Pass/PTOs to the workshop staff are being issued from three specified places in the workshop, where staff of Personnel branch is deputed for this job. All Complimentary Passes and Special passes are being issued to the retired employees from Personnel Branch on the same day. This section is supervised by Shri J.S. Chaddha, S&WLI. Gazetted Section:
Gazetted Section deals with selections, promotions of Group B staff, postings, transfers and other related correspondence of Group A&B officers. This section is supervised by Sh. Manmohan Singh,Chief OS . His official contact no. is 6732.

Policy Section:
This Section deals with maintenance of policy instruction pertaining to the establishment matters. Necessary correspondence in this respect is also done by this section. Copies of IREC Vol I and II, IREM Vol, I and II, RS (DA) Rules, 1968, RS(Conduct) Rules, 1966, RS(Pass)Rules, 1993, RS(Pension) Rules, 1993, Master Circulars, Compilation of various administrative instructions issued by Railway Board from time to time, Schedule of Powers and various Acts are held by this Section. Various type of documents in the form of files and data (both in hard and soft form) are held in this Section. This Section is being supervised by Shri Amarjit Singh, Chief S&WLI. General Section:
This Section deals with compilation and submission of various statements to Railway Board as also co-ordinating in the matter of sending replies to Parliament Questions. Festival Advance is granted by this Section. Accountal of T&P items is maintained. This section also deals with issue of medical cards, have library for Personnel Deptt. All general requirements of Personnel Deptt. including stationery items are catered by this section. Dispatch section of Personnel Deptt. is also part of this section. This Section is supervised by Shri Ajit Kumar, CS&WLI. His official contact number is 6720.
 
Service Record Cell:
This Section is responsible for upkeep of Service Records and Personal files of all non-gazetted staff of all deptts. (except Accounts and RPF). This Section deals with personal transactions reported under Conduct Rules. Service verification for pensionary benefits is the duty of this Section. This Section is supervised by Shri Tejwant Singh, Chief Office Supdtt. His official contact no. is 6738.

Confidential Cell:
This Section is responsible for upkeep of Annual Confidential Reports of all non-gazetted staff of all deptts. (except Accounts and RPF). This Section is manned by Smt. Harpreet Kaur, Office Supdtt. Her official contact no. is 6742.

Leave Section:
This section deals with the maintenance and up-keep of leave records of all the non-gazetted staff (except Accounts and RPF Deptts.) This section is supervised by Smt. Suman Lata, Chief Office Supddt. Her official contact number is 6740.

Welfare Section:
This section is responsible for implementation of various welfare policies in DMW. Monitoring of various Funds viz, SBF, EBS etc is the job of this Section. Liaison with Staff Council is the duty of this Section. The proceedings and minutes of these meetings are not open to public. This section is supervised by Shri P.B. Mathur, CS&WLI. Liaison (Reservation) Section:
This section monitors the implementation of various reservation provisions in DMW. Formal vetting of all proposals for filling up of vacancies on promotion as well as direct recruitment from reservation angle is done by this section. Liaison with SC/ST and OBC Associations is the duty of this Section. The proceeding and minutes of these meetings are not open to public. This section is manned by Shri K.S. Meena, Chief OS. Recruitment Section:
This Section deals with the direct recruitment to Group C posts under various quotas. This Section also deals with appointments against compassionate grounds. Engagement of candidates as Apprentices under the Apprentices Act, 1961 for imparting training in DMW is the job of this Section. This Section is supervised by Sh. Sanjeev Kumar Kalia, Office Supdtt. Settlement Section:
This Section co-ordinates in the matter of timely payment of settlement dues to the retiring officers and staff of all deptts. (except Accounts and RPF) as also in death cases. This Section is supervised by Shri Mulakh Raj, CS&WLI. His official contact number is 6724.

Legal Cell:
Legal Cell of Personnel Department is entrusted with job to deal with Court cases arising out of establishment matters and others. Legal cell deals with Court case filed by staff in Distt. Court, Hon’ble CAT, High Court & Supreme Court of India. Legal Cell also files appeals in Hon’ble High Court if the decision of the lower court contrvenes the policy of Railway Board. Besides above, Legal cell also provide guidance in cases pertaining to RTI Act, 2005. Section is supervised by Shri Lalit Mohan, CLA. His official contact no. is 6728 and mobile no. 9779582140 
 
Staff Welfare Activities in DMW/ Patiala

Details of staff welfare activities in DMW/Patiala are as under:-
 
1. Staff Canteen: As per statutory provisions contained in Section 46 of The Factories Act 1948, a staff canteen has been provided and maintained at DMW/ Patiala. The Canteen provides Tea , Snacks as well as Meals to the workers and staff of other offices on official duty to DMW/Patiala at concessional rates. The cost of fuel and utensils are borne by the Railways. The rates charged for various items are as under:-

2.      Staff Institute: An elected body of staff run the staff institute which provide indoor, out door games facilities to the children and staff of DMW. A swimming Pool has also been provided in the institute. Library facility has also been provided by the Institute. Subscription for membership is Rs. 5/-. Per Month. Moreover grant admissible from Staff Benefit Fund is also being given to the institute.
Institute organizes cultural functions from time to time during the important events like Lohri, Basant Panchami. In addition to that annual sports function is also being organized. There are 5 Elected members in the Institute and 6 other members have been nominated for the institute functioning.
 3.      Community Centre: A community centre has been provided in Colony No. 2, DMW/Patiala for the celebration of official, religious & community functions free of cost and marriage parties and other personal functions at concessional rates to the employees. The request for booking of community Hall is to be addressed to Dy. CME /Monitoring. The allotment is done on first come first serve basis. The booking charges for one day from 10.00 AM to 10.00 AM next day ( 24 hours) are as under;

     The security deposit is refundable after complete the function and the community hall is handed over in all respect to SSE(W) Colony No. 2 and SSE ( Electrical) Colony after making deduction of the amount of any damage / losses to community hall, conservancy charges and electrical charges etc.
 
4.     Holiday Home:  There is no room of Holiday Home which is controlled by DMW.
